Mother arrested for child neglect

WINDSOR – The discovery of three young juveniles left alone in a home without electricity, food or water resulted in the arrest of a local woman.

Bertie Sheriff Tyrone Ruffin said that Timetheous Baylor was taken into custody on Thursday of last week and charged with three counts of misdemeanor child abuse and neglect. Baylor was confined in the Bertie Martin Regional Jail with a $1,500 secured bond.

According to Ruffin, at approximately 2 p.m. on Thursday, Bertie deputies were dispatched to assist Bertie County DSS at a residence on Downey Lane in Windsor. Upon arrival, Sgt. D. Young and Dep. B. Manning learned that the DSS workers had responded to the residence earlier that morning to perform a routine check on a juvenile. It was at that time that DSS personnel discovered three young juveniles that had been left alone at the residence.

After further investigating it was determined the juveniles, ranging in age from 11 to 4 years, had been left at the residence alone all day with no electricity and no food or water.

While the deputies were investigating and speaking with DSS staff on scene, the mother of the oldest juvenile arrived at the residence. Sgt. Young and Dep. Manning were able to take Baylor into custody without incident.

DSS staff took all three juveniles into custody to ensure their safety and wellbeing. Food and water were provided for the juveniles via DSS in a safer and cooler environment.

“With the extremely dangerous heat wave we have experienced lately, it’s vitally important that we remain diligent in our efforts to adequately check on the elderly, children and outdoor pets,” stressed Sheriff Ruffin.
