WINDSOR – A 73-year-old Windsor man has confessed to sexual misconduct involving a child.

On June 28, Harry Mann Jr. was charged with two counts of first degree sex offense and second degree kidnapping.

Bertie Sheriff Tyrone Ruffin said his office was advised on June 12 of inappropriate sexual acts committed on a child.

Investigator Ronald Rascoe was assigned to the case and followed up with the 9-year-old victim and her parents.

After interviewing the victim, the suspect voluntarily came to the Sheriff’s Office for an interrogation. Mann confessed to the inappropriate acts reported by the child and was immediately taken into custody.

Mann was originally charged on June 13 with a first degree sex offense and indecent liberties with a child.

Additional investigation by Rascoe led to the newest charges filed on June 28.
