WINDSOR – Lillian Blizzard Phelps, 93, of US 13 North, Windsor, died Tuesday, May 31, 2016 at Three Rivers Health and Rehab Center.

She was born in South Mountain, PA on December 9, 1922 to the late Daniel and Mazie Kauffman Blizzard and was predeceased by her husband, Charlie E. Phelps, Sr. and several brothers and sisters. Lillian was a retired sales clerk and homemaker.  She was a member of Edgewood Baptist Church.

Funeral services will be held Friday June 3, 2016 at 3:00 p.m. at Edgewood Baptist Church by the Rev. Chris Lee.  Burial will follow in Edgewood Cemetery.

Survivors include three sons, Charlie E. Phelps, Jr. and wife Sandra of Windsor, William “Bill” E. Phelps and wife June of Wendell, and Robert L. Phelps and wife Mary Jane of Roxobel; sister, Mae Sheppard of South Mountain, PA; grandchildren, Bobby Taylor, Daniel Phelps, Bradley Phelps, Deana Phelps, Katherine Laymon; and one great grandchild, Denny Taylor.

The family will receive friends on Thursday, June 2 at Walker Funeral Home in Windsor from 7-8:30 p.m. and from her home at other times.
