WINDSOR – Frances Lorraine Harrell, 86, of Windsor died Wednesday, April 3, 2024 at ECU Health Bertie Hospital, Windsor. Funeral services will be held at 11 a.m. on Tuesday, April 9, 2024 at Wilder’s Chapel of Windsor, which is handling the arrangements. Burial will follow at Hillcrest Cemetery, Windsor.
