MURFREESBORO – Town of Murfreesboro officials have dismissed Town Clerk and Finance Officer Stephanny Marshall.

The decision by the board came on October 24 after a closed session meeting.

According to the minutes from that meeting, on a motion by Councilman Bill Theodorakis and a second by Councilwoman Gloria Odum, that Marshall was “terminated on the findings on the audit section 33.031 personnel policy.” The motion passed without objection.

Though town officials could not comment on the decision, personnel policy section 33.031, dealing with dismissal, states the following:

“Definition. For the purpose of this section, “dismissal” is defined as a disciplinary action taken by the town whereby the offending employee is immediately relieved of all the duties and responsibilities and discharged from the employment of the town.

“Dismissal Procedure. A permanent employee whose work is not satisfactory over a period of time shall be notified in what way his work is deficient and what he must do if his work is to be satisfactory.

“If a permanent employee fails to perform work up to the standard of the classification held, or continues to be negligent, inefficient, or unfit to perform his duties, he may be dismissed by the town council with the recommendation of the town administrator.

“Any discharged employee shall be given a written notice of his discharge setting forth the effective date and reasons for his discharge if he shall request such a notice.”

In two other separate motions, Deputy Clerk Joletha Chestnutt was appointed to be acting town clerk and Janet Ziegler was hired as temporary help until advertising for a finance officer could take place.

In last week’s town council meeting, Town Administrator Cathy Davison briefly discussed advertisement for the position with the council, stating she would get the break down of the responsibilities.
